Three friends who learned from the same teacher share a dream to change the world for the people. But they want to go about it in different ways: one of them wants to directly help people, one wants to turn the world upside down, and one wants to replace those with power and authority. What kind of world are they dreaming of?

SYNOPSIS
When the young Sunjo succeeded the late King Jeongjo in 1800, the powerful royal in-law family assumed authority over the throne, which is described as “sedo politics.” The tax burden on the people was especially heavy due to bureaucratic corruption.
People from Pyeongan-do Province, in particular, had a hard time finding government jobs due to regional discrimination. The people of Pyeongan-do Province suffered from inescapable poverty caused by taxation, and those who were tired of being taken advantage of fled to remote areas where they could not be found.
Park Dae-seong and his pupils, Kim Seon-dal, Hong Gyeong-rae, and Jo Jin-su, who were childhood friends, were determined to bring change.
Although they had one common goal, they wanted to achieve it in different ways. Kim Seon-dal believed that they should help people directly with the money they gain by using wits and wisdom, Hong Gyeong-rae believed that they needed to overthrow those with power and authority who abused the people, and Jo Jin-su believed that they needed to become bureaucrats themselves to make changes from within.
As a result, Kim Seon-dal orchestrates the Daedonggang River scam to swindle Jo Deuk-yeong and give to the people, Hong Gyeong-rae instigates an uprising that he had prepared for a decade, and Jo Jin-su stands at the forefront of the suppression of the revolt.
The three friends who have their hearts set on helping the people find themselves clashing against one another.
